The placement of anything into the City right-of-way, is in violation of Virginia BeachCity Code Section â33-113.1(c) and Virginia Code Section 15.2-2009. And thus, constitutes a nuisance under the provisions of the Virginia Beach City Code Section â23-46(c-e).
